CEO Hired To Head Refinery Project in Yuma County

PHOENIX, Ariz (February 20, 2004) - Arizona Clean Fuels announced today that Glenn McGinnis will assume the role of CEO for the company. In this position, he will be responsible for all day-to-day activities involved in permitting, constructing and operating Arizona's first oil refinery facility planned for Yuma County, Ariz.

McGinnis is a long-time oil and petroleum industry expert having been actively engaged in refining projects and operations for the past two decades. He served most recently as Vice President & General Manager for El Paso Corporation's Aruba Refinery where he was responsible for the operation of a 260,000 barrel-per-day (B/D) refinery with 600 employees and 1,000 contractors.

Prior to El Paso, McGinnis held various positions with Aux Sable Liquid Products, Orion Refining Corporation, TransAmerican Refining Corporation, Imperial Oil Limited and Exxon. Highlights include: oversight of El Paso's Aruba refinery sale to Valero, operation of the largest NGL plant in North America, oversight of Orion's $1 billion expansion and restart of a 155,000 B/D refinery in Louisiana and oversight of Exxon's raw material supply in Malysia, Thailand, Singapore, Japan and Argentina. He also maintains his own oil and gas consulting firm Pegasus Quality Consulting.

He brings a wealth of knowledge and experience in refinery operations and start-ups that only a handful of people in the world possess.
