Dear Jack,
Arizona
Clean Fuels have consistently stated that they want to produce
fuels which can benefit Arizona's sensitive air quality and
environmental situation.
We write
to assure you that we are confident we can design a refinery
which will meet Arizona Clean Burning Gasoline (CBG) specifications
when using ethanol as the oxygenate.
In particular,
we understand and will guarantee that the refinery can meet
the CBG specifications if designed according to the configuration
described in the November 1999 "UOP Basis for 130,000 BPD
Refinery" which we completed for Arizona Clean Fuels, and
which considers:
In the summer,
the refinery will produce Type 1 CBG while using ethanol at
an oxygen content level of 3.5 - 4.0% or about 10% (volume)
ethanol. In the winter, the gasoline will meet the CARB Predictive
Model ot Type 2 CBG with 10% (volume) ethanol. Both the summer
and winter gasoline products will meet the current Arizona vapor
pressure specifications with the adequate laboratory analysis
margin, i.e., RVP of 7.0 and 9.0 psi for summer and winter,
respectively. The refinery can be designed to produce gasoline
having a sulfur content below 10 ppmw and an aromatics content
of not more than 23%.
The refinery
can be designed to meet diesel fuel specifications of either
the current on-road diesel (500-ppmw sulfur) or CARB diesel,
if required by future Arizona legislation and specifications.
In either of these cases the sulfur in diesel would be less
than 50 ppmw and 5 ppmw, respectively. The proposed refinery
incorporates proven technology, and has been optimized to meet
or exceed the transportation fuels specifications established
to attack Phoenix's air quality problems. This is true for both
summer and winter gasoline products, without a vapor pressure
waiver ethanol. We are enthusiastic about your project and would
be pleased to meet with you, the Arizona Department of Environmental
Quality, Arizona legislators and other Arizona officials to
further outline the benefits of our refinery design.
